Are you between 14 and 27 years old and full of creative ideas for Cluj-Napoca? The call is officially open! Submit your idea to Com’ON Cluj-Napoca 2025, the participatory budgeting program dedicated to young people.

This year’s call focuses on ideas that promote well-being, civic participation, a better future, and an improved quality of life for young people and Cluj residents.

A bold invitation for young people to speak up and make their voices heard. The program centers around your needs, challenges, and opportunities, encouraging you to share your ideas with confidence and take action to improve life in your community.

Who can apply?
Any informal group made up of at least three young people aged 14–27 who live, study, or work in Cluj-Napoca. There are no restrictions based on background, experience, gender, ethnicity, or any other criteria.
What’s the budget per idea?
At least 45 ideas will be awarded. Each selected idea will receive a grant of up to 5,000 RON, with a minimum of 500 RON per idea.
A maximum of two ideas per group (with the same team members) may be funded, depending on the number of public votes received.
How does public voting work?
All submitted ideas will go through a public voting process, open to Cluj-Napoca residents.
Eligible voters must declare that they live, study, or work in Cluj-Napoca and must be at least 14 years old when voting begins.

Timeline:
- Submission period: July 16 – September 21, 2025
- Technical review: September 22 – 24, 2025
- Public vote: September 25 – October 9, 2025
- Implementation period: October 10 – November 30, 2025
The technical review ensures eligibility—correct track placement, feasibility, and alignment with the theme. It does not evaluate or rank ideas; the public vote does that.
